Abstract    The relationship between state and society under the governance of the PRC is always an interesting question. Some scholars think that the Chinese Communist Party could not penetrate the society thoroughly, for the basic level rural cadres were beyond their control. In fact, by sending the outside work team, the Chinese Communist Party could penetrate into the bottom of rural society and mobilize the masses directly. Moreover, the basic level rural cadres were so afraid of the struggle of mass movement that they could not deflect from the policy of state too far. This article will try to reinterpret the institution of governance of the PRC in rural area by examining the relationship between the outside work team, local cadre and the mass movement.
