Abstract   Both Qing dynasty and Chosen Korea adopted a pro-Russia policy in order to check Japan’s expansion into Korea and Manchuria after the Sino-Japanese War. Neither this policy had brought these two countries together nor proved itself to an effective one. This paper uses Chosen to the Qing government, proposed for the first time sends an envoy and intention of the treaty request incident in 1896, looking on the Qing government policy toward Chosen after the Sino-Japanese War. For the Qing government, Chosen doesn’t independent in post-Sino-Japanese War, thus he refused Chosen’s require. In fact, the problem of Chosen’s independence was involved in the Powers’ East Asian policy. In this paper, besides focus on Qing government toward Chosen policy, and inspects Chosen situation, the Powers’ East Asian policy in the post-Sino-Japanese war.
